Documents were prepared within 3 months. Engineer’s Estimate was within 4% of the average of the 11 responsive bids. Provided design services during construction.

Provided engineering support for the contractor tasked with the repair and rehabilitation of the Catskill Aqueduct. Tasks included design for formwork, design of temporary access platforms, temporary shoring of structures, temporary bridges, design of alternate (value-engineered) retaining walls, calculation of bolt torque settings, and the design of slabs and piping thrust restraints not shown on the Contract Drawings. Highlights included the design of an innovative formwork system that could be installed from above, allowing the workers to repair the tunnel crown without entering the aqueduct. This improved safety and productivity. Also prepared detailed piping shop drawings which coordinated the installation of nearly 500 feet of piping and several valves and appurtenances from a half dozen different vendors. The piping was installed by divers, on a very tight schedule, and was assembled in the field without major incident.

Lead structural engineer for two of the eight construction packages in this $1.5b program for a proposed tunnel which will provide redundancy on the leg of the Delaware Aqueduct between Kensico Reservoir and the Cat/Del UV Plant. Participated in facility planning exercises. Reviewed technical memoranda and Basis of Design Report. Developed final lining concept. Directed and reviewed structural design of initial and final liners for the two, 500-ft deep shafts and 3-mile long tunnel. Established tunnel vertical and horizontal alignment. Arranged layout of the two shafts, to include interconnection with surface facilities and means for dewatering the tunnel. Prepared structural specifications. Project is currently at 60% Design Phase.

Lead structural engineer for $1b program to repair the Delaware Aqueduct, the world’s longest tunnel, which is currently leaking. The bypass tunnel consists of a 2.5-mile long tunnel constructed parallel to the leaking portion of the existing aqueduct, 600-feet below the Hudson River. The bypass tunnel will eventually be connected to the existing aqueduct, and the leaking portion of the existing aqueduct will be abandoned. Engineer-of-Record for Shaft 5B liner, intersection chambers between new shafts and bypass tunnel, Access Chambers at both sites, 18-foot diameter steel riser pipes at both sites, and other miscellaneous structural features. Coordinated mechanical and electrical work to support tunneling, including the installation of large dewatering pumps and new circuits to power them. Moved to site to support construction. Liaison between field and In-House Design Group. Developed more economical concrete mix. Reviewed hundreds of contractor submittals. Provided “real-time” support to contractor by answering questions and reviewing ideas.

Performed design services during construction for contract to buildout the distribution chambers on the ten shafts on Stage 2 of the Manhattan leg of City Tunnel #3 and activate it. Reviewed hundreds of structural shop drawings. Made dozens of site inspections. Prepared dozens of change orders to redesign the below grade concrete valve chambers and correct interferences and code violations, improve worker safety, and increase operational reliability. Retrofitted steel framing and coordinated with other trades to allow safe access to mechanical and electrical equipment and mitigate constructability issues. Maintained contractor’s aggressive schedule despite changes.

Developed structural designs for the rehabilitation of the gate chambers (platforms, removable precast roofs, etc.). Performed calculations and prepared designs for: reinforced concrete valve chamber at the Diverting Dam, reinforced concrete gate chamber, manifold, and valve chamber at the Main Dam, new intake tower in the Diverting Reservoir, platforms within all new structures, post-tensioned anchors in the weir and dam at the Main Dam site, low-level outlet works at both sites, supporting site improvements at both sites, trash racks, trash screens, and stoplogs at both sites, gatehouse rehabilitation at the Main Dam, reinforced concrete retaining walls along the Main Dam spillway channel. Performed stability analyses of all structures to include the main masonry dam, the masonry spillway weirs at both sites, the weir controlling the connecting channel, and all new structures. Performed hydraulic analyses of low-level outlet works and spillway channels. Prepared permits for local towns, NYS DEC, and USACE. Prepared SWPPPs for both sites. Attended dozens of meetings with federal, state, and local regulators. Coordinated with adjacent projects, primarily the new pump station at the Croton Falls site. In charge of Contract Document preparation. Prepared cost estimate (Engineer’s Estimate was “Second Low Bid” and within 10% of successful low-bidder.) Moved to site to be owner’s representative throughout construction. Reviewed or coordinated all submittals and provided design services during construction.

Sent to field to supervise emergency construction of an earthen cofferdam to repair a breach of a dam on the Miami River. The intent of the temporary cofferdam was to prevent flood waters from overtopping the banks until a permanent structure could be designed and built. Project successfully completed within two weeks.

Performed feasibility assessment, preliminary design, final design, and services during construction for a new reservoir, supply and distribution pipelines, and appurtenant structures constructed in Southwest Florida to provide drinking water to Sarasota County. The embankment was constructed out of natural fill lined with an impermeable membrane. Assisted with the conceptual layout of the facility’s structures, and developed modes of operation. Made two site visits to further assess the proposed project, and contributed to the Basis of Design Report. Lead structural designer. Performed preliminary stability and structural calculations for a reinforced concrete inlet structure, a dual-purpose tower, which both controlled the reservoir outflow and regulated reservoir freeboard by means of a sharp-crested weir formed into the wall of the tower, a reservoir discharge/ energy dissipation structure, pipeline encasements, and an auxiliary spillway. Designed reinforced concrete structures, steel bridge to access the inlet tower, and miscellaneous metal such as trash racks, stoplogs, and gates. Prepared technical memorandums to address client concerns including access bridge design criteria, the requirements for sluice gates in the outlet structure, alternatives for cleaning trash screens located at the intakes of structures, and the potential for seasonal operation of the reservoir. Project was completed within 4 years of conception.

Performed emergency design for anchoring system to secure gate monolith that was discovered to have displaced during an unrelated construction project. Design was completed within 24 hours. Anchors were installed within a week to secure the dam.
Newport News, VA

This unique project consisted of two 65-foot tall steel structures at the Newport News Shipyard. Newport News is one of two producers of nuclear submarines in the nation. The construction of these submarines involves several specialized processes, each requiring specific equipment. Previously, to complete the construction, the submarine needed to be moved to different buildings. The shipyard developed the concept of constructing the boat in-place, and having buildings with different functions pass over the incomplete sub. A rail system was anchored to the existing concrete slab in the shipyard’s dry dock area. The buildings sit on top of the rails and are pulled along by a gripper jack. This allows the buildings to be moved to different workstations. The buildings contain a series of movable platforms that allow access to the submarine at various stages of construction. I became involved in this project during the construction phase. My primary task was the review and approval of the structural steel shop drawings for these complex structures. Reviewed thousands of structural steel shop drawings. Coordinated structural steel erection with miscellaneous metal contractor, architectural contractor, mechanical and electrical. Project was completed ahead of schedule with a minimum of field interferences.

Engineer-in-Charge of $400,000 bridge replacement. Supervised construction of three-sided precast concrete box structure supported by cast-in-place abutments. Ensured construction was completed in compliance with NYSDOT specifications. The lump sum job became disputed, and adjustments were made using “force account” methods. During this phase of the project, I was responsible for the measurement of quantities and for the supporting documentation of the force account work.
